It is a duty of every regions to initiate environmental regulations, if it is started in regional ground then of course it would be Global too. Dont to much trust on others, especially UN. UN cannot initiate any programme which will be for global interest. History of UN is open to every one, regarding this we are still looking for good from UN???. I hope you understand my point of view.
