yes i am agree, these programmes should be initiated at the regional level, with the help and support of their own community. This is important for all the being to be part of this programme, baically through their own places knowing the consensus of the issue.

People with in their own resouces with the motivation to work can serve better for the programme, either to get the foriegn support and their involvment.

so it is appreciable to take initiative for such forums to start and should be continued in future.
